For a centre against displacement with a European alignment
1. The German Federal Parliament
is in favour of initiating a European dialogue in respect of establishing
a European centre against displacement. Such a centre - as a centre of
documentation and encounters with a research location - is to document
the displacements in Europe in the 20th century in their various causes,
contexts and consequences, among them the displacement of Germans. The
people affected are to be able to recognize their fate and suffering in
this documentation and simultaneously see that of the displaced persons
of other countries. In this way, such a project will be a place of historical/scientific
treatment and simultaneously remind us that we as Germans and Europeans
must do everything possible to prevent such suffering in future.
2. Such a project is a European
task and needs European partners who are also involved in the sponsorship
for it to succeed. The organization should be with participation of personalities
from European countries which have been or still are affected by displacements
in their history. There must be consultation and decision-making in European
cooperation in respect of the concept and the location of such an institution.
3. The preliminary work initiated
by the "House of History" in Bonn for an exhibition on displacement
of the Germans is to be included in the dialogue about the organization
of the future centre.
